A regulator first stage takes tank pressure, up to 200 bar, and drops it to an intermediate pressure of about 9.5 bar above ambient; the second stage then drops that to breathing pressure when you inhale. Cracking effort is how hard you have to suck to open the second stage, measured in inches of water, and a good service leaves it around 1.0 to 1.4. If the intermediate pressure creeps, the second stage free-flows; if the cracking effort is high, you work for every breath at depth and use gas faster. Neither can be judged by breathing off the regulator on the counter. They need a bench, and a shop that has one will print you the numbers. Ask for the sheet. A shop that cannot produce one has not measured anything.
