Panwa Beach, also called Khao Khad Beach, is the longest stretch of sand on the cape, with hotels, villas and small restaurants along the shore and mangroves at both ends. The seabed is rocky, so it suits a long lunch at a table by the water and an easy walk along the sand. At sunset you can see the Big Buddha on the hills in the distance.
“Very quiet, serene surrounded by rolling camel's back hills.”

Phuket Aquarium is the island's original aquarium, run by the Phuket Marine Biological Center since 1983 at the tip of Cape Panwa. Its tanks hold fish and other sea life from Thai waters, along with reptiles and spiders, and a QR code at each tank plays an English audio guide. A visit takes about an hour and a half and suits families with children, and tickets cost 300 baht for adults and 150 baht for children.
“It’s a great place to learn about marine life while enjoying the stunning displays.”

Khao Khad Views Tower is a free lookout on a wooded hill above Cape Panwa, with stairs climbing to a deck that gives a full circle of views. From the top you can see Chalong Bay, the cape, the islands offshore and the green hills of southern Phuket. The light is softest around sunset, and a small coffee shop at the foot of the tower sells drinks for before or after the climb.
“Nice small public viewpoint, not crowded at all.”

How the points work
We read every independent published best-of list we can find for the question. Each list gives 10 points for first place, 9 for second, down to 1 for tenth, and 5 points to each place on a list with no order. Points are added up. A business must be in the top 10 of at least two lists to be ranked. Rankings are never sold. Full method.
